The Parish Council can submit its own views and take into account parishioners' views, however the District/Borough Council primarily look to a parish to provide local insight. Just because a parish expresses objections does not mean the District/Borough will follow.

You should send your comments to both the Parish or District/Borough Council. Be aware that there is a deadline for comments to the latter.
